TASHKENT, Uzbekistan – As artificial intelligence rapidly reshapes global landscapes, Uzbekistan is proactively addressing the ethical dimensions of this technological revolution, with a notable emphasis on integrating a nuanced, culturally sensitive approach. At the heart of this discourse are Uzbek women, whose voices are proving instrumental in shaping policies that ensure AI development aligns with the nation's rich heritage and societal values.

Just last month, the Uzbekistan Academy of Sciences hosted a pivotal forum, 'AI and the Uzbek Soul: Ethical Frameworks for a Digital Future,' drawing experts from across Central Asia. Dr. Gulnora Karimova, a leading specialist in computational linguistics from the Tashkent University of Information Technologies (TUIT) and a prominent advocate for women in STEM, articulated the urgency of this dialogue. "Our digital transformation must not be a mere adoption of foreign models," she stated emphatically. "It must be an organic growth, rooted in our mahalla spirit, our traditions of community and mutual respect. For Uzbek women, who are often the custodians of our cultural continuity, ensuring AI systems reflect these values is paramount."

Dr. Karimova highlighted concerns about gender bias in algorithms, particularly in areas like employment screening or access to financial services, which could inadvertently exacerbate existing inequalities. "We've seen instances globally where AI, trained on biased datasets, perpetuates stereotypes. In Uzbekistan, where the role of women in the family and economy is evolving, we must actively develop and deploy AI that promotes adolat (justice) and tenglik (equality)," she explained, referencing the need for diverse data sets that accurately represent Uzbek women's professional and social contributions.

The Ministry for Development of Information Technologies and Communications (Mininfocom) has acknowledged these concerns. A recent directive, influenced by recommendations from the Women's Committee of Uzbekistan, mandates ethical impact assessments for all state-funded AI projects. Ms. Dilfuza Saidova, Deputy Minister at Mininfocom, emphasized this commitment. "Our goal is not just technological advancement, but inklyuziv rivojlanish (inclusive development). We are actively engaging female data scientists and ethicists to review algorithms and ensure they are free from gender or cultural biases. This includes developing AI models that understand and respect the nuances of Uzbek language and social interactions, for example, in educational tools or public service chatbots."

Initiatives like 'TechWomUz', a mentorship program connecting experienced female tech professionals with young women pursuing careers in AI, are also gaining traction. These platforms are not only fostering talent but also creating a critical mass of female experts who can contribute to the ethical shaping of AI. As Uzbekistan strides towards a digital future, the thoughtful, culturally informed perspective brought by its women is proving to be an invaluable asset, ensuring that technology serves all segments of society equitably.
