Tajikistan Navigates AI's Geopolitical Chessboard: A Call for Digital Sovereignty
As global powers race in AI development, Tajikistan's leadership emphasizes digital sovereignty and ethical frameworks, balancing innovation with national security and cultural preservation.
DUSHANBE – The global discourse on Artificial Intelligence (AI) has reached the high mountains of Tajikistan, prompting a nuanced discussion within the political corridors of our nation. As major powers like China and Russia accelerate their AI initiatives, Tajikistan, a proud and independent state in Central Asia, is keenly observing and strategically planning its own engagement with this transformative technology.
For the Tajik man, the concept of sovereignty – both territorial and digital – is paramount. We have long understood the importance of self-determination, and this extends to the digital realm. "Our approach to AI must be rooted in the principles of national interest and cultural preservation," stated Dr. Sherali Safarov, Director of the Academy of Sciences' Institute of Information Technologies, in a recent closed-door briefing. "We cannot merely adopt foreign models; we must adapt and innovate to serve our unique societal fabric and security needs."
This sentiment resonates deeply within the Majlisi Oli (Supreme Assembly). Discussions are underway regarding the establishment of a National AI Strategy, focusing on several key pillars: data localization, ethical AI development, and the training of a specialized workforce. The proposed 'Digital Tajikistan 2030' initiative, currently under review by the Presidential Administration, aims to outline a comprehensive roadmap for integrating AI into public services, agriculture, and infrastructure, all while safeguarding sensitive national data.
The geopolitical implications are not lost on Dushanbe. The ongoing digital rivalry between global giants presents both opportunities and challenges. While collaboration with technologically advanced partners is essential for growth, there is a strong emphasis on avoiding undue influence. "We are not merely consumers of technology; we are sovereign actors," asserted Davlatbek Mirzoev, a leading analyst at the Centre for Strategic Studies under the President of the Republic of Tajikistan. "The development of our own AI capabilities, however nascent, is a matter of national security, ensuring that algorithms affecting our citizens are transparent and aligned with our values, not dictated by external powers."
Concerns about data privacy and the potential for AI-driven surveillance are also being addressed. The proposed legal framework, currently being drafted by the Ministry of Justice, seeks to establish robust data protection laws, drawing inspiration from international best practices but tailored to Tajik realities. This includes strict regulations on how foreign AI platforms operate within our borders and how citizen data is handled.
The journey towards an AI-enabled Tajikistan is complex, requiring significant investment in education and infrastructure.
