ANKARA – In a move poised to redefine its geopolitical standing, Turkey has accelerated its national Artificial Intelligence (AI) strategy, aiming to solidify its technological sovereignty and economic prowess. This push, spearheaded by the Ministry of Industry and Technology, reflects a deep understanding of AI's transformative power, not just in industry but in national security and foreign policy.

Speaking at the recent 'Türkiye'nin Dijital Geleceği' summit, Minister Mustafa Varank emphasized the strategic imperative. “We are not merely adopting AI; we are indigenizing it. From defense systems to public services, our goal is a 'Milli Yapay Zeka' – a National Artificial Intelligence – that serves the Turkish nation's interests first and foremost,” Varank stated, echoing the sentiment of a self-reliant Turkey.

This vision resonates deeply within the Turkish man's psyche, where independence and national pride are paramount. The concept of yerli ve milli (domestic and national) technology has been a cornerstone of President Erdoğan's administration, and AI is now its cutting edge. Experts like Dr. Ayşe Demir, head of the AI Policy Research Center at Istanbul Technical University, highlight the dual-use nature of this technology. “AI is not just about economic growth; it's about strategic autonomy. In a world increasingly shaped by data and algorithms, a nation without its own AI capabilities risks becoming a digital colony,” she warned, underscoring the geopolitical stakes.

The strategy includes significant investments in AI research and development, fostering a robust ecosystem for startups, and integrating AI into critical sectors. The Scientific and Technological Research Council of Turkey (TÜBİTAK) has announced new grant programs specifically for AI projects with national security implications, from advanced cyber defense to autonomous systems for the Turkish Armed Forces. This focus on defense is particularly salient, given Turkey's complex security landscape and its role in NATO.

However, the path is not without its challenges. Data privacy, ethical AI development, and the 'brain drain' of top talent remain pressing concerns. “While the vision is clear, implementation requires careful navigation of these complex issues. We must cultivate an environment where our brightest minds choose to build the future here, in Turkey,” commented Professor Caner Özdemir, a leading AI ethicist at Bilkent University, referencing the need for competitive salaries and research opportunities.

As Europe grapples with its own AI Act and regulatory frameworks, Turkey's approach is distinctly pragmatic and nationally focused. It seeks to leverage AI as a tool for national development and regional influence, rather than solely as a regulatory challenge. The coming years will reveal whether Ankara's ambitious Yapay Zeka Hamlesi (AI Move) can indeed elevate Turkey to a leading position in the global AI landscape, securing its place as a technologically advanced and strategically independent power.
